There is no question that the laws that govern United States institutions' use of information-based instruments of power are antiquated and in need of reform.
Questions:
1. IS Congress prepared to tackle this issue as its own thing, i.e. separate from Armed Services, Intelligence, Foreign Affairs, etc?
2. SHOULD Congress establish a new committee structure to legislate, regulate, and oversee information-based services and disciplines in the American government and media?
3. WOULD Congress be willing to rapidly confirm a "strategic communication director" for the new administration whose responsibility it would be to lead the implementation of reforming these laws/practices?
