Holmes, Caldwell, Psy-Ops and the Smith-Mundt Act

imageThe recent Rolling Stone article by Michael Hastings has brought to the surface a debate over the difference between “inform,” “influence” and the Smith-Mundt Act of 1948. In his article “”Another Runaway General: Army Deploys Psy-Ops on U.S. Senators,” Hastings relies heavily – if not entirely – on the statements by Lieutenant Colonel Michael Holmes concerned over his orders while at the NATO Training Mission – Afghanistan.
As I noted in my recent article “Mind Games: Why Rolling Stone’s article on the military’s domestic psy-ops scandal gets it so wrong” (No, I did not come up with either the title or imagesubtitle), what “Another Runaway General” highlights is the deficit in the training, definition, and tactics, techniques and procedures of the informational functional areas in the military. In other words, who does what and why continues to be a confusing mess within the Defense Department. The result is continued confusion and stereotyping both inside and outside the military on the roles, capabilities and expectations that create headlines like “Another Runaway General.”

“Another Runaway General” also highlights, if briefly, the false yet prevalent view of the Smith-Mundt Act. I want to thank World Politics Review for making my article on Smith-Mundt, “Reforming Smith-Mundt: Making American Public Diplomacy Safe for Americans,” available outside of their paywall to support the “Mind Games” article.

Survey of American Alumni of the JET Program

imageEmily Metzgar, Assistant Professor at Indiana University School of Journalism teaching public diplomacy, is conducting a survey of American alumni of the Japan Exchange & Teaching (JET) Program.
Although full participation in the survey is limited to Americans who participated in the JET Program, the survey link provides an opportunity for all interested parties to request updates about research.

The purpose of the survey is to track the educational and professional career tracks of American JET alumni and to assess their opinions of Japan and the continuing impact of JET on their lives years after finishing the program. The survey has been approved by Indiana University’s Institutional Review Board and will remain active until midnight (EST) on Wednesday, March 9, 2011. The survey is available here.

Russia Today (RT) expands into San Francisco, claims ratings success in Washington and New York

As the debate over whether Al Jazeera English should be available in the United States continues, Russia Today, the Russian government’s international news channel, quietly makes inroads across the United States. Kim Andrew Elliott, audience analyst at the International Broadcasting Bureau, a unit of the Broadcasting Board of Governors, draws our attention to a press release from RT from 11 February 2011:

RT, an international TV news channel, has launched its English-language feed, 24×7, on San Francisco’s major cable provider, Comcast, which brings it to approximately 4 million viewers in the San Francisco metro area.

In the U.S., RT is carried by cable networks in New York, NY; Chicago, IL; Washington, DC; and in Los Angeles, CA. …

Nielsen Media research showed RT’s average daily audience in Washington, DC, as exceeding that of Deutsche Welle, France 24, Euronews, and CCTV News, the English-language Chinese news channel. In New York metro, the Nielsen survey indicated that RT’s daily audience exceeds the average daily audience of Deutsche Welle, Al Jazeera English and CCTV News.

Almost one-half (42.6%) of RT viewers* in Washington, DC, and in New York, NY,** appreciate RT’s critical take on news of the day, as well as its different stance from the mainstream media, and see it as a reliable alternative. The majority (87%) of respondents consider mainstream TV channels, such as CNN and BBC America, to be partisan. …

RT, an international TV news channel in English, Spanish, and Arabic is carried in the US by cable TV providers in Washington, DC; New York, NY; Los Angeles, CA; San Diego, CA; and now in San Francisco, CA.  GlobeCast WorldTV, a satellite provider, makes RT available elsewhere in the U.S.  RT broadcasts 24×7 from its studios in Moscow, Russia, as well as from Washington, DC, in the U.S.  All of its content is available live at www.RT.com.

It is ironic that foreign governments, be they China or Russia or Iran or the United Kingdom, or terrorists, can freely broadcast to Americans – increasingly from studios within the U.S. At one time, such foreign government material was officially considered propaganda. Today, it is only the U.S. Government media that is considered propaganda and off-limits to audiences who request them. Isn’t it time to revisit this?

Rolling Stonehas done it again with another scoop by Michael Hastings showing the U.S. military’s manipulation of public opinion and wanton disregard for civilian leadership. Thearticle, “Another Runaway General: Army Deploys Psy-Ops on U.S. Senators,” is another example of an officer corps run amok, right?

Not so fast. Both stories expose an altogether different problem once you cut through the hyperbole.

While the prospect of an officer trained to manipulate psyches using those skills on elected members of Congress is galling to some within the military, others wonder whether it was an innocent mistake or even all that wrong.

Context is key, says Matt Armstrong, a specialist on military strategic communications with the Annenberg School of Communication at the University of Southern California.

Rolling Stone claims that Lt. Gen. William Caldwell, who is in charge of training Afghan troops, asked his team of PSYOP officers to create profiles of a visiting congressional delegation, including their voting records, “likes and dislikes,” and “hot button issues.” It’s a common request of public affairs officers, who routinely put together dossiers that include a biographical sketch and articles written by visiting officials, for example.

“You could argue that he was just being prepared,” says USC’s Mr. Armstrong. …

According to Rolling Stone, Caldwell asked Lt. Col. Michael Holmes, a National Guardsman and MISO specialist, “How do we get these guys to give us more people? … What do I have to plant inside their heads?”

Was that an explicit request for ways to manipulate the visiting senators? Caldwell “may simply have meant, ‘I want to know what Senator McCain was thinking, so I can answer his question,” says Armstrong. …

 

A New Kind of “Static” for All Media

"New media and old media converge to become now media."  That maxim, so persuasively articulated by 21st century public diplomacy guru Matt Armstrong, has now become real in a Voice of America Persian language television program called Parazit.  That virtual Comedy Central to Iran airs a half hour every Friday evening, and features a pair of comedian-satirists named Kambiz Hosseini and Saman Arbabi.

Parazit means "static" in Persian, and VOA audiences can’t seem to get enough of it because its targeted treatment of Iranian political figures and political practice are a welcome relief from the tiresome monotony of state television in Iran.  Last month, about 19 million people visited Parazit’s Facebook page to get a taste of its irreverent humor.  Over the past six months, the program’s popularity has surged to unprecedented heights.  Not only does it attract many of VOA’s 15 million regular viewers to its Persian News Network (PNN), it has caused an enormous surge in the number of VOA’s Parazit Facebook friends (now close to 300,000 people).  In the last month, Facebook recorded more than 20 million impressions on Parazit’s page.

Nominations to the Advisory Commission on Public Diplomacy sent to the Senate

The White House announced last night that they sent four nominations for the U.S. Advisory Commission on Public Diplomacy to the Senate. This includes the two the White House announced an intent to nominate in November, Ambassador Ryan Crocker and Mr. Sim Farar.
The four nominees sent to the Senate are:

  • Ryan C. Crocker, of Washington, to be a Member of the United States Advisory Commission on Public Diplomacy for a term expiring July 1, 2012, vice Penne Percy Korth, term expired.
  • Sim Farar, of California, to be a Member of the United States Advisory Commission on Public Diplomacy for a term expiring July 1, 2012, vice John E. Osborn, term expired.
  • William J. Hybl, of Colorado, to be a Member of the United States Advisory Commission on Public Diplomacy for a term expiring July 1, 2012.  (Reappointment).
  • Anne Terman Wedner, of Illinois, to be a Member of the United States Advisory Commission on Public Diplomacy for a term expiring July 1, 2013, vice Jay T. Snyder, term expired.

Disabling and Enabling Comments on the Blog

For anyone who tried to comment on the blog this week, and I know of at least one person, the comment capability was temporarily disabled by this blog’s hosting service. On occasion, the steady flow of attacks from spammers and others cause the host to disable various scripts (usually but not always the comment script) that support this site to protect the server on which it runs. Several times a year, the attacks (again, mostly but not entirely, spam) amount to a denial of service.

The blog is now fully restored. Comment at will.

Revising Information Operations Policy at the Department of Defense

On January 25, 2011, Secretary Gates signed a memorandum (hereafter 1/25/11 memo) entitled “Strategic Communication and Information Operations in the DoD.”  The memo signals that the Pentagon’s “E Ring” is finally emphasizing the need for reform of interagency strategic communication (SC) and military information operations (IO). It’s frustrating that after eight years of irregular warfare in southwest Asia, it took an Act of Congress (literally) to sharpen the minds and pencils of the Pentagon to take the problems.  And now, Secretary Gates’ memo claims credit when it shouldn’t, takes for granted one of its most controversial statements, plays-up one minor bureaucratic re-organization while glossing over the disestablishment of a vital SC and IO problem-solving office, and most concerning may be too late to affect meaningful change in Afghanistan.

Another US Deficit – China and America – Public Diplomacy in the Age of the Internet

Senator Richard Lugar (R-IN)The Senate Foreign Relations Committee released its report on the imbalance of public diplomacy activities between China and the United States. Entitled “Another U.S. Deficit – China and America – Public Diplomacy in the Age of the Internet,” this is the final version of the report I reviewed on 11 February. Commissioned by Senator Richard Lugar (R-IN), the Ranking Member of the Committee, the report is a unique and necessary review of Chinese Government engagement in America. The report also highlights Chinese obstruction of reciprocity and U.S. Government failure to act, notably in the area of information freedom initiatives.

The timing of this report is critical. It comes on the heels of the recent U.S. visit by Chinese President Hu Jintao. More importantly, it comes at a time when the U.S. diplomacy budget, public and otherwise (is there really any diplomacy that is not in some part negotiated in public?), is under threat in today’s austere budget environment. At risk is the development and implementation of smart policies that, coupled with unfettered access to information to create knowledge, ultimately have a greater and more enduring bang for the buck than the kinetic effect of any smart munition.

Senator Lugar closes his letter that opens the report, a 2-page letter that you should read if you do not have the time or inclination to read even the report’s executive summary, with the hope the report will “stimulate dialogue within Congress.” It certainly should.

Freedom to ConnectIn some ways, Gil Scott-Heron’s song “The Revolution Will Not Be Televised” was ahead of its time. The lyrics were recited rather than sung, accompanied by congas and a bongo drum, making it either a vestige of beat poetry or one of the first examples of rap. His point, which must be understood in the context of domestic unrest in the late 1960s and early 1970s in the U.S., was that the revolution was not a pre-packaged bit of pop culture, sanitized for your protection and brought to you with minimal commercial interruption by Xerox. The revolution, in his opinion, was real; or, as the final line of the song reads,

“The revolution will be no re-run, brothers; The revolution will be live.”

Little did he know that in the 21st century a revolution of a different sort would be live and it would be televised. And yes, as the quip on weeseeyou.com vividly notes, it would be tweeted. As of this writing, the Biblical land of Egypt is illuminated with cell phone lights and fireworks as mobs with no definable leaders spill into the streets to celebrate the resignation of Hosni Mubarak as president after weeks of protest and unrest. The revolution was televised, and the power to bring those images to the world was in the hands of the revolutionaries themselves.

China and American Public Diplomacy: Another US Deficit

Senator Richard Lugar (R-IN) will publish another major report on public diplomacy shortly. Written by Paul Foldi, senior professional staff on the Senate Foreign Relations Committee, this report focuses on Chinese public diplomacy with the inevitable comparison to U.S. efforts. I was given a sneak peak at the report. It comes at a time when tough talk in Congress on the State Department’s budget could benefit from such an analysis of a country that is both a major competitor and partner across all aspects of national power and daily life.

This report is another in-depth investigation and commentary on a critical aspect of U.S. global engagement. It focuses on the China-United States exchange. This is the third report sponsored by Senator Lugar to reinvigorate public diplomacy. While the other two were on the Broadcasting Board of Governors (6/2010) and the American Centers (2/2009), this report focused primarily on China. The effect serves to expose not only the broad, extended, and expensive effort of the Chinese to engage foreign audiences, it also highlights opportunities and failed opportunities for the U.S.

Jazz Diplomacy: a Cold War Relic?

Pop quiz: name three jazz artists under the age of 50. Maybe you named popular favorites Wynton and Branford Marsalis, but can you name any of their albums? Does anyone else spring to mind? No? You’re not alone – if anemic record sales are any indication, a majority of Americans would draw a blank at that question. As a trumpet player who graduated from a jazz school, I’m acutely aware of the fact that jazz is simply not as ubiquitous today as it was sixty years ago. Yet, it’s still the crown jewel in US public diplomacy efforts. We export it as representative of American culture, but it’s barely relevant in our own country.

Cultural diplomacy, according to the late public arts funding advocate Dr. Milton Cummings Jr, is, the exchange of ideas, information, values, systems, traditions, beliefs, and other aspects of culture, with the intention of fostering mutual understanding. Governments utilize it in hopes of earning the support of foreign publics. Jazz, the status quo version embraced in government programs like Rhythm Road, doesn’t represent today’s America, but with the respect and press it garnered in the 1950s and 60s, the US Department of State’s Bureau of Educational and Cultural Affairs is hesitant to give it up.

U.S. “Hedge Fund” Diplomacy in Egypt

Like many Americans, I am conflicted about recent events in Egypt and even more so about what the U.S. government should do.

On one hand, the United States has an immediate interest in the stability of Egypt and its government–and not just to keep the peace in the Middle East or secure the two million barrels of oil that pass through the Suez Canal every day.  But also because ditching a longtime U.S. ally like Hosni Mubarak at his moment of need does not send a reassuring message to other embattled pro-American leaders in unstable countries.  Especially when you consider what type of leader may be waiting in the wings in Egypt or elsewhere in the world.

Zhui: U.S. public diplomacy through Corporate Engagement

imageIn the debate over what is and is not public diplomacy, here’s another example to throw into the mix. In 2009, the ad agency for Nike China won an award for its series on Liu Xiang, a Chinese phenom in the hurdles. Liu carried the inspirations of China into the Beijing Olympic games in 2008. In the qualifying heat for the 110-meter hurdles, however, he suffered a severe and debilitating injury. He left the stadium and comments like ““This is such a disgrace for China” followed him. The Chinese government had invested heavily in Liu as a star for China: he was the first Chinese (or Asian) to win gold in the hurdles, with a world record in the 110 at Athens. But now, Liu was done.

Revamping Public Diplomacy at the State Department (updated)

imageSince the abolishment of the United States Information Agency, the State Department has struggled to balance the need of the embassies with what Washington perceived was needed. This challenge has been particularly acute on the Internet where the resulting mix of information and voices can undermine the very purpose and effectiveness of engagement.
On January 28, I spoke with Dawn McCall, Coordinator for the Bureau of International Information Programs (IIP), to discuss the recently announced reorganization of the Bureau. IIP is responsible for developing and disseminating printed material, online information and engagement efforts, and speaker’s programs (a kind of offline engagement using subject matter experts). It is half of the operational capability of the Office of the Under Secretary of State for Public Diplomacy and Public Affairs to engage people outside of the United States.

The Bureau of Educational and Cultural Affairs (ECA) completes the other half of the Under Secretary’s toolbox. While most observers like to imagine (or don’t know better) that U.S. public diplomacy is a monolith, the reality is that these two offices are the Under Secretary’s only direct reports. Other cogs in the public diplomacy machine exist within – and report to – the geographic bureaus (such as Western Hemisphere Affairs, European and Eurasian Affairs, and Near Eastern Affairs) and posts in the field.
