Recalling history: the 1947 Smith-Mundt CODEL to Europe

For two months in the Autumn of 1947, a Congressional delegation (CODEL) traveled Europe. Their purpose was to study America’s current information and educational exchange service, the conditions affecting it, with the goal of formulating recommendations to shape and make more effective US programs which “can fully implement US foreign policy.” Led by Congressman Karl Mundt (R-SD) and Senator H. Alexander Smith (R-NJ), the delegation was sponsored by the special Mundt subcommittee of the House Foreign Affairs Committee in support of the pending Smith-Mundt Bill.

Recalling history: information warfare

In 1947, Congress was debating both the legislation and funding for the State Department’s information activities. In May 1947, the House Appropriations Committee took up the issue of the State Department 1948 appropriation, during which Congressman Karl Mundt (R-SD), a former school teacher, made the following argument on the need to engage in the realm of information.

Karl Earl Mundt The forces of aggression are moving rapidly and we must step up our action and increase our efforts in the field of information abroad if we are to prevent the eventuality of confronting a world which has been either coerced or corrupted against us

Congressman Everett Dirksen (R-IL) also argued for the need to fund America’s response to the threat of Russia’s efforts to destroy the “integrity” and the “greatness of the American system.” Representative Harold Cooley (D-NC) said the Communists wanted to vilify America through defaming out “institutions in the eyes of the peoples of the world.”

Guest Post: A Global Call to Arms in the Virtual Century

Carl Jung once warned during the Cold War that: “Everywhere in the West [World] there are subversive minorities who, sheltered by our humanitarianism and our sense of justice, hold the incendiary torches ready, with nothing to stop the spread of their ideas except the critical reason of a single, fairly intelligent, mentally stable stratum of the population. One should not, however, overestimate the thickness of this stratum.” (C.G. Jung, “The Undiscovered Self,” 4).

If Carl Jung were still living, we may find him to be rather (appropriately) proud of a modest, rational banker who resides in Nigeria. On December 25th, 2009, the Free World was given a great gift that mirrors the one Jung sought to impart more than 50 years ago.  While the media will mark the day as another attempted 9/11, they miss the mark.  The most profound and courageous feature of this attempted attack has nothing to do with the terrorist himself, but with his father.  A father, who, upon sensing his son was falling into the orbit of radical ideologies, took it upon himself to use this information to protect our global commons by letting authorities know they should be watching his son.  Certainly we can all understand what a grueling and emotionally fracturing experience it must have been for this brave man.  We would all do well to spend a few moments this New Year viewing the world from this man’s shoes.

The Real Psychological Operation for Afghanistan

On December 1, 2009, President Obama announced his Afghanistan strategy and what immediately followed was an expected and unoriginal cacophony of sound bites based on selective memories of the past and shallow and ignorant visions of the present and future. The decline in the public’s support for the struggle is surely a delight for Al Qaeda and the Taliban who, unlike our pundits and some in Congress, understand this is foremost a psychological struggle for the minds of people in “Af-Pak” and around the world to affect their will to act.

US Government Meets New Media

From Helle Dale at The Heritage Foundation, Public Diplomacy 2.0: Where the U.S. Government Meets “New Media”:

Public diplomacy and strategic communications experts within the U.S. government are exploring the potential of the new social media in the effort to win hearts and minds abroad, especially in the Muslim world where today’s war of ideas is being fought. Enemies of the United States are already expert in using these low-cost outreach tools that can connect thousands, potentially even millions, at the touch of a computer key or cell phone button. As public affairs blogger Matt Armstrong writes,

In this age of mass information and precision guided media, everyone from political candidates to terrorists must instantly and continuously interact with and influence audiences in order to be relevant and competitive. Ignoring the utility of social media is tantamount to surrendering the high ground in the enduring battle to influence minds around the world.

… When employed strategically, social-networking sites clearly offer potential for U.S. public diplomacy to reach younger, tech-savvy audiences around the world. Social-networking sites can also be cost-effective and run with relatively low overhead. Yet, nothing can replace the power of person-to-person contact and individual exposure to American culture. Furthermore, the unevenness of global technological progress means that a variety of media will remain critical to spreading the U.S. message. As part of a clear and calibrated U.S. government communications strategy, however, Public Diplomacy 2.0 can be a valuable tool.

I would add that there is the convergence of new and old media into Now Media makes intense focus on “new media” channels as distracting and potentially dangerous. As Helle Dale notes, person to person contact remains essential. Even in America’s social media world, studies indicate online relationships that have by real world connections are far stronger than those without.

A powerful, important, and too often ignored is the use of the online media by our adversaries. We require culturally aware, linguistically capable actors in the same languages and cultures we are operating in the “meat space.” What you see in your English-language search of Google or YouTube is not the same list as an Arabic-language search using the same .com site. How many know that? This is a far more dangerous world than many realize. Helle Dale’s recommendations are valid but are ultimately a small part of the solution. The institutional dysfunction across Government and the extreme lack of awareness of the requirements in both the executive and legislative branches overshadow any advantage of these recommendations. We have surrendered primary battlegrounds in the struggle for minds and wills. It is time to reverse this and answer counter the highly damaging propaganda of our adversaries.

Report: Al Qaida kills eight times more Muslims than non-Muslims

A recently released and unreported report from West Point’s Combating Terrorism Center has some fuel for the struggle of minds and wills. Deadly Vanguards: A Study of al-Qa’ida’s Violence Against Muslims (PDF, 875kb) is a survey of attacks carried out by Al Qaeda that should be part of a counter-narrative to Al Qaeda’s broadly accepted proposal that they are the champions of Muslims. For too long we have accepted the propaganda of the enemy, allowing him to set the time, place, and vocabulary, all to his advantage. He declared the war was between us and them and we agreed. It wasn’t and it isn’t.

From the report:

The results show that non‐Westerners are much more likely to be killed in an al‐Qa’ida attack. From 2004 to 2008, only 15% percent of the 3,010 victims were Western. During the most recent period studied the numbers skew even further. From 2006 to 2008, only 2% (12 of 661 victims) are from the West, and the remaining 98% are inhabitants of countries with Muslim majorities. During this period, a person of non‐Western origin was 54 times more likely to die in an al‐Qa’ida attack than an individual from the West. The overwhelming majority of al‐Qa’ida victims are Muslims living in Muslim countries, and many are citizens of Iraq, which suffered more al‐Qa’ida attacks than any other country courtesy of the al‐Qa’ida in Iraq (AQI) affiliate.

It is interesting to note that the percentage of non‐Western victims increased in the more recent period at the same time that extremist scholars, pundits, and supporters are questioning the indiscriminate use of violence and the targeting of Muslims. Al‐Qa’ida leaders stress that these individuals are not formal members of the organization, but recognizes their legitimacy as scholars and intellectual contributions to the movement nonetheless.

Still unarmed in the struggle for minds and wills

Last month, The New York Times reported on the recruiting successes of Somali-based terrorist group Al Shabab. From Charges Detail Road to Terror for 20 in US by Andrea Elliott:

The case represents the largest group of American citizens suspected of joining an extremist movement affiliated with Al Qaeda, senior officials said. Many of the recruits had come to America as young refugees fleeing a brutal civil war, only to settle in a gang-ridden enclave of Minneapolis. …

The disclosures are the government’s first public account of a recruitment operation that it says has largely focused on Somali-American men from the Minneapolis area. Those young men included Shirwa Ahmed, 26, who carried out a suicide attack in northern Somalia in October 2008, becoming the first known American suicide bomber. Since then, at least five other recruits have been killed in Somalia, relatives and friends say, and four defendants have entered guilty pleas.

There is painfully little in the article about the information war and how the community gets their news from their homeland and home region.

The Plan for Afghanistan

After years of neglect, Afghanistan is finally getting the attention it requires. But seven years after President George W. Bush gave a rosy outlook on Afghanistan before abandoning it for Iraq, the cost of both success and failure have risen tremendously as we have solidified a reputation that the Taliban and Al Qaeda propagandists invoke without much effort.

In a few hours, President Obama will announce his strategy for Afghanistan. Undoubtedly, the cacophony of responses will include recycled sound bites from the media, pundits, Congress and others who eager assert their own vision of the past (often selective and revisionist) and the future. But so much of the commentary to date has been shallow and ignorant of the struggle we are engaged in Afghanistan, Pakistan, and elsewhere that it is not surprising that American public’s support for the mission in Southeast Asia is faltering. This decline is surely to the delight of Al Qaeda and the Taliban who understanding the struggle for minds to affect the will to act: it directs his operations while our failure to “get it” has greatly empowered him.

Risk Communication in a Constrained Information Environment

Last week at the Heritage Foundation, I sat on a panel with CBS News correspondent Kim Dozier, former Director of External Affairs for FEMA Jonathon Thompson. The panel was moderated by my friend Dennis Murphy, professor at the US Army War College. The two-day event, Homeland Security’s Wicked Problems:  Developing a Research Agenda for Homeland Security, was webcast live. Event: Homeland Security’s Wicked Problems

Homeland Security’s Wicked Problems: Developing a Research Agenda for Homeland Security” is a two-day event co-hosted by The Heritage Foundation, Center for Strategic and International Studies, The U.S. Army War College’s Center for Strategic Leadership, and The George Washington University’s Homeland Security Policy Institute.

The location is The Heritage Foundation’s Allison Auditorium and the dates are November 12, Thursday, 9a-4p and November 13, Friday, 9a-12:30p. RSVP to attend.

Bullets and Blogs: New Media and the Warfighter

image From the US Army War College’s Center for Strategic Leadership and The SecDev Group comes “Bullets and Blogs: New Media and the Warfighter” (2.7mb PDF). The report is based on a three-day workshop that took place at Carlisle Barracks in January 2008, one of the best events I have attended. It is required reading for anyone (e.g. more then than the Defense community) involved in the modern information environment.

This report is rich with soundbites and recommendations supported by examples, including operations where the insurgents were the first to write the first draft of history, the draft that usually sticks especially when a factual challenge is not made within days or weeks. It will be required reading for my upcoming class as well as a class I’ll likely be teaching in the spring (details to be announced).

What is propaganda?

What is “propaganda”? Is it bad, good, or neutral? Who does it? Is it what “the other guy” does but you don’t?
Is something “propaganda” because of its content, delivery, audience, intent, effect, all the above or none of the above?

I’m interested in your thoughts. Next week I’ll post one – possibly two – proposed revisions to the definition of propaganda to continue this discussion.

America has just become, according to my research, the world’s most admired country.

Since 2005, I’ve been running a survey called the Anholt-GfK Roper Nation Brands Index (NBI), which measures international perceptions of 50 countries. Each year, around 20,000 people in 20 countries are asked to record their perceptions of each country’s government and its domestic and foreign policies on human rights, the environment, and international peace and security; of the people of each country, their talents, education, skills and their kindess to strangers; of each country’s cultural heritage and popular culture; about the quality and attractiveness of the products and services it produces; of the landscape and climate and tourist appeal of each country; of the economic and educational opportunities each country offers its own population and to immigrants. The NBI has been conducted fourteen times, and now consists of over a billion data points recording “how the world sees the world”. A parallel study, the Anholt-GfK Roper City Brands Index, performs a similar analysis of 50 cities (the 2008 topline results of both surveys can be queried interactively at www.simonanholt.com/research).
