Kim Andrew Elliott, Jerry Loftus, Craig Hayden, and Bling Cycle all comment on the Brownback bill, S. 3546, that seeks to establish a National Strategic Communication Center as a new USIA+ modeled after the National Counter Terrorism Center. 

Steve Corman also comments on the use of the term Strategic Communication.
