A Bell Labs film from 1961 on the changing communication environment predicts the future information age as it projects its technology into the future. This includes machine to machine communication, online ordering, e-commerce, and cellular phones, is no different. The underlying purpose is preparing the audience for change.

Freedom to ConnectIn some ways, Gil Scott-Heron’s song “The Revolution Will Not Be Televised” was ahead of its time. The lyrics were recited rather than sung, accompanied by congas and a bongo drum, making it either a vestige of beat poetry or one of the first examples of rap. His point, which must be understood in the context of domestic unrest in the late 1960s and early 1970s in the U.S., was that the revolution was not a pre-packaged bit of pop culture, sanitized for your protection and brought to you with minimal commercial interruption by Xerox. The revolution, in his opinion, was real; or, as the final line of the song reads,

“The revolution will be no re-run, brothers; The revolution will be live.”

Little did he know that in the 21st century a revolution of a different sort would be live and it would be televised. And yes, as the quip on weeseeyou.com vividly notes, it would be tweeted. As of this writing, the Biblical land of Egypt is illuminated with cell phone lights and fireworks as mobs with no definable leaders spill into the streets to celebrate the resignation of Hosni Mubarak as president after weeks of protest and unrest. The revolution was televised, and the power to bring those images to the world was in the hands of the revolutionaries themselves.

Navy Strategic Communication Workshop

I’m off to the beautiful Naval Postgraduate School in Monterey, California to give a lecture tomorrow as part of the Navy Strategic Communication Workshop. About the SCW:

The Navy Strategic Communication Workshop (SCW) is a three‐day workshop designed to help commands in the development and implementation of a Strategic Communication planning process. Participants are encouraged to attend as part of a command sponsored team of three to five members, led by a senior executive (Flag Officer or Senior Executive Service member). Ideally, teams include a diverse mix of functional area responsibilities. Teams are asked to bring strategic plans or change initiatives that might require a strategic communication component. Through a combination of classroom presentations and facilitated breakout sessions, teams will be able to apply new skills and techniques to advance their plans.

imageMy talk is titled “The New Information Environment” and will cover the information-centric “now media” environment of borderless news and audiences, dynamic and voluntary “diasporas” (my favorite depiction of this challenge is the image at right), and the organizational and conceptual confusion that abounds across the Government on the requirements, responsibilities and authorities to be effective in this environment. Of course I’ll talk about Wikileaks weave in that The New York Times has more Twitter followers than print subscribers, .

Also, of possible interest is my (draft) syllabus for the public diplomacy class I’m teaching this Spring 2011 at USC.

The last 2-3 years have seen an explosion in interest in the application of influence as a tool for achieving military objectives. This is not new, the military have always sought to exert influence – albeit at times unwittingly. However, two significant events have brought the issue to further prominence – the publication of JDP3-40 and the deployment of 52 Brigade to Helmand Province in 2007/8. This article does not intend to debate either in any detail – a quick search of inter and intra nets will provide plenty of information for the curious reader – but there are two issues worthy of slightly more discussion.

The first concerns 52 Brigade’s deployment. When Brigadier Andrew Mackay led 52 Brigade to Helmand Province2 he did so having examined previous kinetic based deployments and concluded that these, for various reasons, had not achieved the effects that he envisaged for his mission. For him the consent of the population was utterly key and would not, nor could it, be achieved by hard power alone or even with hard power primacy; as he developed his operational design he felt frustrated that existing doctrine did not adequately prepare him to operate within the influence arena. The second is that Andrew Mackay subsequently became one of the driving forces behind JDP3-40 and in particular the forceful articulation of the ‘centrality’ of influence. However, the ‘how to do it’ guidance still lags behind the emphasis on and enthusiasm for, its use. …

Influence has become the ‘must have’ accessory for the battlefield. Good. But think at how difficult it is to influence, say, your teenage kids, into a particular course of action. You know them. They have grown up in your house. You know the groups they belong to, their interests, their likes and dislikes. Yet as every parent knows influencing a 16 year old into a particular course of action can be difficult. Now apply this thinking to an Afghan whom you do not know, who has grown up in a completely different culture with different values and beliefs anchored in a wholly different world from our own. You want to influence them? Wow! This is hard stuff to do and whilst the UK’s capability and understanding has leapt forward in the last couple of years there is still much work to do – particularly in the reinforcement of TAA and understanding MOE. Above all else doctrine needs to manage expectations.

In the interest of informed debate on Public Diplomacy

I am curious to hear the following statement, made by one of America’s preeminent critics of public diplomacy thinking, clarified a bit more:

All too many academic theories about PD are incomprehensible, pompously-expressed “concepts” from persons — among them rightfully esteemed tenured professors whose intelligence is all too often joined with a tactless inability to handle the last three feet of person-to-person contact — who have never actually worked as diplomats in the field of “public diplomacy,” which they pontificate about, often too assuredly, from their ivory towers on comfortable campuses so distant from what some call the “real world.”

The quote appeared in a recent article on the Huffington Post. Truth be told, I am admittedly a fan of John Brown and his frequent skewerings of pretension (unless, of course, such barbs are leveled at my alma mater, then I’m shamelessly hypocritical). But it made me pause. Perhaps Dr. Brown was being polite, but I think we need to put some sort of name to the real troublemakers that Brown is alluding to.

Public Meeting of the US Advisory Commission on Public Diplomacy

The US Advisory Commission on Public Diplomacy will hold a public meeting on July 20, 2010 from 9 a.m. to 11 a.m. in the conference room of the International Foundation for Electoral Systems (IFES) located at 1850 K Street, NW., Fifth Floor, Washington, DC 20006.

The Commissioners will discuss public diplomacy issues, including measurement of U.S. government public diplomacy efforts.

The Advisory Commission was originally established under Section 604 of the United States Information and Exchange Act of 1948, as amended (22 U.S.C. 1469) and Section 8 of Reorganization Plan Numbered 2 of 1977. It was reauthorized pursuant to Public Law 11-70 (2009), 22 U.S.C. 6553.

Al-Jazeera: A Culture of Reporting at in Layalina’s Perspectives

Layalina Productions publishes a new monthly “forum by academics and leading practitioners to share their views in order to explore key concepts in the study and practice of public diplomacy and Arab media.” The third author to contribute is Dr. Abderrahim Foukara, the Washington Bureau Chief of Al-Jazeera Network.

In the final analysis, TV per se is neither a bridge-builder nor a bridge-buster. I believe that the battle to close the gap between nations is often fought in the trenches of political action, not by TV programming alone.

The perception issue between American and the Arab worlds will also be determined by what actions Arabs will take not just in the Middle East but also in Washington, where important decisions are made which affect their region and the rest of the world.
