Minutes for the March 2010 meeting of the US Advisory Commission on Public Diplomacy are now available. At the meeting were Commissioners Bill Hybl (Chairman), Lyndon Olson (Vice Chairman), John Osborn, Penne Korth Peacock, Jay Snyder, and Lezlee Westine. In reverse order of appearance, presenting were Walter Douglas representing the Under Secretary for Public Diplomacy and Public Affairs, Rosa Brooks representing the Defense Department, and myself representing, well, another perspective.
The meeting was well attended, perhaps one of the best attended events in recent memory. If you weren’t there, then I suggest you at least skim the transcript with particular attention to Rosa’s remarks and the question & answer period after the presentations.
You are probably already familiar with the Wikileaks-edited video released April 5 of the 2007 airstrike in which a number of people were killed, including armed and unarmed men as well as two employees of the news agency Reuters. As of this writing, the initial instance of the edited version of the video titled "Collateral Murder" on YouTube is over 5 million views, not including reposts of the video by others using different YouTube accounts, and, according to The New York Times, "hundreds of times in television news reports." An unedited and not subtitled version upload by Wikileaks to YouTube, in contrast, has less 630,000, reflecting the lack of promotion of this version.
This video represents the advantages and disadvantages of social media in that highly influential content is easily propagated for global consumption. The persistency provided by the Internet means it will always be available and easily repurposed. Further, this situation highlights the ability to suppress unwanted information, both by the propagandist (omission of information) and by the supporter (removing an adversarial perspective). Lastly, the official response to this video shows the Defense Department still has a long way to go in understanding and operating in this new global information environment.
This video is, on its face and in depth, inflammatory and goes well beyond investigative journalism and creating transparency. It has launched debates about the legality of the attacks and questions of whether war crimes were committed. The video, as edited, titled, and subtitled is disturbing. It will continue to get substantial use in debates over Iraq, the US military, and US foreign policy in general.
Russia Today, the English language Russian government news agency, interviewed Julian Assange, Wikileaks editor and co-founder, on April 6, the day after the release. In a segment titled "Caught on Tape", the interviewer starts by describing the video as "gruesome, to say the least." Assange portrays Wikileaks as a Fourth Estate and says the military was "scared of the information coming out," which Reuters had been requesting through Freedom of Information Act (FOIA) requests for over two years, "for fear of the reform effect." Originally broadcast, the RT interview is also on YouTube has, as of this writing, with nearly 40,000 views. In the first day of release it had over 10k views and was on YouTube’s front page.
One of the few, if perhaps the only, serious attempt to respond to "Collateral Murder" is another YouTube video titled "Wiki Deception: Iraq ‘Collateral Murder’ Rebuttal":
This video, shown above, adds scenes left out of Collateral Murder but in the longer, and less promoted and thus less viewed, complete video. This "rebuttal" annotates and highlights pertinent details left out of or ignored in Collateral Murder that could have been done April 5 (or even before).
UPDATE: The "rebuttal" video was removed from YouTube for "violation of the YouTube Community Guidelines." The cause of action: "graphic or gratuitous violence is not allowed in YouTube videos." The "rejection notice" at right was sent by someone close to the "rebuttal". Neither Collateral Murder nor the unedited video have been removed from YouTube. It appears the "rebuttal" video is a clear victim of manipulation by supporters of Collateral Murder or its cause. The method was social media’s "democratic" ability to suppress or silence opposing viewpoints by flagging content as inappropriate, a feature in YouTube that is often used by insurgent and terrorist propagandists. Conversely, content can be promoted and rise to the top of search results with a "thumbs up." Jillian York has documented the same silencing technique on Facebook.
If we ascribe to the United States Army War College interpretation of U.S. national interests, we accept, 1) Defense of the Homeland, 2) Economic Prosperity, 3) Promotion of Values, and 4) Favorable World Order, as the categories that represent those national interests. The United States Government generally accepts responsibility for developing and refining these national interests and as such should initially take responsibility for developing a road map consisting of actions and communication that would foster movement toward their attainment. This is commendable – it is clearly responsible action by the developer of the goals and objectives supporting our interests, but must the government remain the lead executor in any specific category? Could it be possible that other organizations or entities might better support the achievement of national interests in certain areas for example, Economic Prosperity or Favorable World Order?
The Congress specified in the National Defense Authorization Act (NDAA) for Fiscal Year 2009 a requirement that the President and the Defense Department submit reports on comprehensive strategies for public diplomacy and strategic communication. These “1055 reports,” so-called because of the section of the NDAA that called for them, provide an insight into the senior leader perspective on the U.S. Government bureaucracies that engage and influence foreign publics. The Administration just released their report, National Framework for Strategic Communication (2010). The Defense Department’s report was released earlier and is available here.*
The report includes four significant recommendations on “re-balancing” public diplomacy and strategic communication. The fourth of these deserves special attention:
(d) how best to expedite revitalizing and strengthening civilian department and agency capabilities, both qualitatively and quantitatively, to enable them to effectively execute these programs and activities.
The point on “quality” is important. We already know that public diplomacy personnel at the State Department are limited in their ability to conceive and execute programs based on limited resources (both personnel and money), limited incentive for the practice from a human resource perspective, lack of training, and bureaucracies more interested in themselves more than the mission. This fourth point is critical and must include addressing the challenge of attracting and supporting the best and the brightest toward a public diplomacy career, as well as elevating public diplomacy as a core function for a Department of State that must also be a Department of Non-State.
On Monday, March 15, 2010, the US Advisory Commission on Public Diplomacy held a public meeting. The primary purpose was for the Commission to get a better handle on interagency collaboration on issues related to public diplomacy, specifically between the State Department and the Defense Department.

Senator Ted Kaufman (D-DE), chairing a hearing with four past and present Under Secretaries for Public Diplomacy and Public Affairs, mentioned the VOICE Act in his opening remarks. From my experience, unless you’ve sat in on one of my presentations sometime in the last eight months, odds are you don’t know what it is. The VOICE Act is a product of Senators in the Armed Services Committee: John McCain (R-AZ), Joseph Lieberman (ID-CT), Ted Kaufman (D-DE), Lindsey Graham (R-SC), and Robert Casey (D-PA).
(Interesting note: Senators Kaufman and Wicker – plus Senator Jim Webb – are the only Congressman (House or Senate) that are on both an armed services committee and a foreign relations (Senate) or foreign affairs (House) committee. These two Senators chaired the recent Senate Foreign Relations Committee hearing titled The Future of Public Diplomacy.)
The VOICE Act, also known as the Victims of Iranian Censorship Act, was passed by the Senate in S. 1391 on July 23, 2009. It passed the conference between House and Senate armed services committees on October 8, 2009 and with the President’s signature on October 28, 2009, it became Public Law 111-84: the National Defense Authorization Act for Fiscal Year 2010.
The VOICE Act is a notable (and rare) example of Defense Department-focused entities – the armed services committees – authorizing substantial funding for the State Department and the Broadcasting Board of Governors. However, the $55 million (details are below) authorized is not yet funded. In what could have been a very visible demonstration of putting his money where his mouth is, to the best of my knowledge, the late Congressman John Murtha (D-PA), chairman of the defense appropriations subcommittee, did not push to fund the VOICE Act despite saying the State Department should be doing more.
The VOICE Act is on the books, but it lacks funding.
So what does the VOICE Act authorize? On his website, Sen McCain touts the VOICE Act as “bipartisan legislation that will help strengthen the ability of the Iranian people get access to news and information and overcome the electronic censorship and monitoring efforts of the Iranian regime.”
According to the National Defense Authorization Act for Fiscal Year 2009, the Defense Department was required to provide a report on
the organizational structure within the Department of Defense for advising the Secretary on the direction and priorities for strategic communication activities, including an assessment of the option of establishing a board, composed of representatives from among the organizations within the Department responsible for strategic communications, public diplomacy, and public affairs, and including advisory members from the broader interagency community as appropriate, for purposes of (1) providing strategic direction for Department of Defense efforts related to strategic communications and public diplomacy; and (2) setting priorities for the Department of Defense in the areas of strategic communications and public diplomacy.

Nine years ago we went to war with the enemy we had, not the enemy we wanted. For several years after 9/11 we struggled to comprehend how military superiority failed to translate into strategic victory. We created labels like “irregular” and “hybrid” to describe adversaries that did not conform to our structured view of international affairs shaped by the second half of the Cold War. Today, conflict is democratized, not in the sense of bicameral legislatures but strategic influence in the hands of non-state actors empowered by falling barriers to information acquisition, packaging and dissemination as well as easy access to the means of destruction and disruption, physical and virtual.
Calls for “smart power” and a “whole of government” approach has resulted in countless articles, memos, and reports on updating the State Department, the Defense Department, and other agencies to confront the challenges of today and tomorrow. The focus on improving the operational elements of national power, while necessary, ignores a critical national security actor that has received little to no attention or pressure to adapt to the new and emerging requirements: Congress.

Subtitled “A Discourse to Shape America’s Discourse”, it was a frank and open discussion across a diverse group of stakeholders, practitioners, and observers from Congress, the Departments of State, Defense, and Homeland Security, and outside of government, many of whom never had a reason to be in the same room with one another before. Ostensibly on the law that authorized what we now call public diplomacy, it was really a way to foster an interagency, public‐private, and inter‐tribal discussion was on the purpose, structure, and direction of America’s global engagement. If you haven’t read the National Defense Authorization of Act for Fiscal Year 2010 that came out of conference this week – and I’m guessing you haven’t – then you may have missed a potential precedent.
The Armed Services Committees of the House and Senate this week authorized $55 million for the State Department for what amounts to information operations (or call it public diplomacy, strategic communication, or global engagement). This is not so-called “1207” funding that allows Defense to transfer money to State for security and stabilization – there is another $100m (or more) of security and stabilization money the SASC/HASC direct DOD to transfer to State – nor is it, for the wonk in you, “1206” or “1208” funding. This is a direct authorization for State (and BBG if you prefer to separate them out) for specific activities.
The appearance of these authorizations in the Senate bill back in July took many by surprise. This could create questions over accountability of funds and confusion over guidance by adding more cooks who generally do not confer much and speak different language in this kitchen.
The big question is whether the authorities will be funded. This is unlikely considering neither the House or Senate defense appropriators have included this in their pre-conference bills. However, the Armed Services Committees created an opportunity for the defense appropriators to send a significant message. Whether the appropriators take that opportunity is to be seen.
Josh Rogin at ForeignPolicy.com tells us about a forthcoming GAO report on the State Department. These conditions clearly indicate major impediments to effective public diplomacy as well as demonstrate the need for Defense Department strategic communication and military public diplomacy resources (primarily, but not exclusively, MIST – Military Information Support Teams). Too many public diplomacy officers circulate only within the elite circles in their countries because of the lack of resources, time, or skills, while still believing (and reporting) they are engaging foreign publics. Hopefully Congress reads the GAO report – and other enlightening analysis of the state of State – as it considers funding Defense Department strategic communication in Europe, Africa, and elsewhere, at least for the time being.
About a third of Foreign Service officers in jobs that require language skills don’t have the proficiency required to do their jobs, hurting America’s ability to advocate its interests around the world, according to a new report by the Government Accountability Office.
The report, which has not yet been released, but was obtained by The Cable, spells out the consequences of having a Foreign Service that in many cases can’t communicate with local officials or populations, relies too heavily on local staff for critical functions, and can’t respond to bad press when it appears in foreign languages.
According to the GAO, the State Department blames the shortcoming on the “recent increase in language-intensive positions.” The sad truth is the Department is struggling to undo its abrogation of responsibility under the past leadership as responsibilities were shuffled of to the Defense Department with little to not struggle.
Senator George Voinovich (R-OH) captures the essence of the recommendation in my Hitting Bottom at Foggy Bottom post when he says the State Department “must take advantage of this situation and plan strategically to meet short- and long-term diplomatic needs.”
But, as the GAO report notes, a strategic plan to address this problem does not exist. Secretary Clinton did, however, recently speak at State’s Foreign Service Institute and say increases were coming.

Discussion over the fate of Foggy Bottom usually focuses on the tenure of Secretary of State Hillary Clinton, the troubles of public diplomacy, and the rise of special envoys on everything from European pipelines to Afghanistan and Pakistan. But Americans would benefit more from a reassessment of the core functionality of the U.S. State Department.
Years of neglect and marginalization, as well as a dearth of long-term vision and strategic planning, have left the 19th-century institution hamstrung with fiefdoms and bureaucratic bottlenecks. The Pentagon now funds and controls a wide range of foreign-policy and diplomatic priorities — from development to public diplomacy and beyond. The world has changed, with everyone from politicians to talking heads to terrorists directly influencing global audiences. The most pressing issues are stateless: pandemics, recession, terrorism, poverty, proliferation, and conflict. But as report after report, investigation after investigation, has highlighted, the State Department is broken and paralyzed, unable to respond to the new 21st-century paradigm. …

American public diplomacy wears combat boots from May 2008 highlighted the leadership in basic engagement the Defense Department was exercising in the absence of an effective alternative.
The Cost of Keeping the Principal off the X from October 2007 is particularly relevant post on State’s view of the world. This issue resurfaced with the recent “outing” of the behavior of both the contracted Kabul security and the lack of action by the Department. See also an event I put on October 2006 titled American Mercenaries of Public Diplomacy.
Much has been made of made of Congressional concerns over the Defense Department’s role in strategic communication and as the de facto leading public diplomat in policy, engagement, and personnel. At first the lack of informed media coverage – and shallow or error-filled when it exists – is ironic considering the subject, but there it is part of a trend when considering that in general public diplomacy and the laws governing it are also subject to misinformation and misinterpretation (PDF, 140kb).
When The Washington Post reported on July 28 on the House Appropriations decision to slash $500 million from the estimated Defense budget request for strategic communication programs – for 10 (ten) programs which should have been “IO” (information operations) programs, a minor difference – Walter Pincus mentioned requests from the House and Senate Armed Services Committees (HASC and SASC, respectively) that preceded the House Appropriations – Defense Subcommittee (HACD) action. For your reference, the actionable items for the Defense Department in the area of strategic communication from the reports of the HASC, SASC, and HACD are below.
It has now been eight years since 9/11 and we finally seem to understand that in the modern struggles against terrorism, insurgency, and instability, the tools of public diplomacy are invaluable and essential. We live in a world where an individual with a camera phone can wield more influence than an F-22 stealth fighter jet. The capability of engaging public audiences has long been thought of as the domain of civilians. But for the past eight years, the functions, authorities, and funding for engaging global audiences, from anti-AIDS literature to soccer balls to development projects, has migrated from the State Department to the Defense Department. It seems whole forests have fallen over the same period on the need to enhance civilian agencies – be it the State Department or a new USIA-like entity – to provide a valid alternative to the Defense Department who most, even the detractors, agree was filling a void left by civilians who abrogated their responsibility for one reason or another.
This summer may be a turning point. Some in Congress have unilaterally decided that 2010 is the year America’s public diplomacy will stop wearing combat boots. Sounds good, right? This is the future most, including analysts and the military, have wished for. The military has been the unwilling (if passionate once engaged) and often clumsy surrogate and partner for the State Department in representing the US and its interests in Africa, the Middle East, and elsewhere around the world through what the House Armed Services Committee now calls “military public diplomacy.” In some regions, State is almost wholly dependent on Defense money and resources to accomplish its mandate.

In the most recent issue of Joint Forces Quarterly, the Chairman of the Joint Chiefs of Staff, Adm. Mike Mullen, has put his name on a short commentary that states, "It is time for us to take a harder look at "strategic communication."
The apparent point of the piece is that the admiral believes the military has walked away from the original intent of Strategic Communication, allowing it to "become a thing instead of a process, an abstract thought instead of a way of thinking."
The article presents a number of reasonably good points, most notably the conclusive statement that we need to pay much more attention to what our actions communicate. Unfortunately, the overall effect of the essay makes the Chairman appear late to the game in the eyes of those most engaged in SC concept development. For the most part there is little here to disagree with. But the central argument offers very few substantive observations not already addressed in the USJFCOM Strategic Communication Joint Integrating Concept. Furthermore, it doesn’t so much as bother to acknowledge the DoD’s own SC principles[PDF 1.5Mb], which include — among others — Dialogue, Understanding, Credibility, and Unity of Effort; all key themes presented more or less effectively by the Chairman.
There are few that would question that the US State Department is a dysfunctional organization. The structure, fiefdoms, and bureaucratic knots have many knowledgeable analysts whether it is possible to bring State into the 20th century, let alone the 21st century. I believe it is possible, indeed absolutely essential but doing so requires major Congressional intervention as State cannot or will not revamp itself, regardless of the leadership of the Secretary of State or of her Under Secretaries and Assistant Secretaries (many of these critical leadership positions, by the way, remain empty).
There is no congressional constituency in Congress for destroying the State Department to create some fantastical super-totally-capable-New State Department. If there’s a constituency at all for destroying the State Department, it’s a constituency that wants to weaken diplomacy as an instrument of U.S. foreign policy. See, for instance, Newt Gingrich’s long-forgotten 2003 rant about the State Department representing a fifth column within the Bush administration. … My suspicion is that overhauling the State Department will miss the point in the same way that the post-Vietnam era military purge of counterinsurgency capabilities missed the point or the period calls to abolish the CIA miss the point.
