Last week, Phil Seib, professor of journalism and public diplomacy at the USC Annenberg School for Communication and Journalism and director for the USC Center on Public Diplomacy, posted a short diatribe on the new State Department ‘framework’ for public diplomacy created and shared by the Office of the Under Secretary of Public Diplomacy and Public Affairs. Phil’s post, his second on the framework, followed a (too) short conference call with Judith McHale the day after a Senate hearing chaired by Senator Kaufman (D-DE) that included Judith and three of her predecessors (Lieberman, Hughes, and Glassman). The VOICE Act: Victims of Iranian Censorship

Senator Ted Kaufman (D-DE), chairing a hearing with four past and present Under Secretaries for Public Diplomacy and Public Affairs, mentioned the VOICE Act in his opening remarks. From my experience, unless you’ve sat in on one of my presentations sometime in the last eight months, odds are you don’t know what it is. The VOICE Act is a product of Senators in the Armed Services Committee: John McCain (R-AZ), Joseph Lieberman (ID-CT), Ted Kaufman (D-DE), Lindsey Graham (R-SC), and Robert Casey (D-PA).

(Interesting note: Senators Kaufman and Wicker – plus Senator Jim Webb – are the only Congressman (House or Senate) that are on both an armed services committee and a foreign relations (Senate) or foreign affairs (House) committee. These two Senators chaired the recent Senate Foreign Relations Committee hearing titled The Future of Public Diplomacy.)

The VOICE Act, also known as the Victims of Iranian Censorship Act, was passed by the Senate in S. 1391 on July 23, 2009. It passed the conference between House and Senate armed services committees on October 8, 2009 and with the President’s signature on October 28, 2009, it became Public Law 111-84: the National Defense Authorization Act for Fiscal Year 2010.

The VOICE Act is a notable (and rare) example of Defense Department-focused entities – the armed services committees – authorizing substantial funding for the State Department and the Broadcasting Board of Governors. However, the $55 million (details are below) authorized is not yet funded. In what could have been a very visible demonstration of putting his money where his mouth is, to the best of my knowledge, the late Congressman John Murtha (D-PA), chairman of the defense appropriations subcommittee, did not push to fund the VOICE Act despite saying the State Department should be doing more.

The VOICE Act is on the books, but it lacks funding.

So what does the VOICE Act authorize? On his website, Sen McCain touts the VOICE Act as “bipartisan legislation that will help strengthen the ability of the Iranian people get access to news and information and overcome the electronic censorship and monitoring efforts of the Iranian regime.”

Ridicule as Strategic Communication

Kristin Fleischer at COMOPS comments on friend Mike Waller’s suggestion in Fighting the War of Ideas like Real War that ridicule is a “secret weapon worse than death.”

Although the suggestion that ridicule and satire are legitimate tools of strategic communication might receive some – dare I say it – ridicule, Waller’s argument is a good one. Ridicule and satire have a long history in warfare, and they have been deployed both offensively and defensively. In the U.S., ridicule was used in the Revolutionary War, both to mock the British troops and to raise the morale of the American fighters. In WWII, domestic use of ridicule targeted Hitler, Mussolini and Hirohito. In a more contemporary example, Waller cites Team America: World Police as an example of effective parody of Islamic terrorists and North Korean dictator Kim Jong Il.  While a movie that features graphic sex between puppets might not have universal appeal, Waller is correct in pointing out that prior to the movie, American audiences would likely not consider the Korean dictator someone to laugh at.

Waller’s suggestions regarding the strategic use of ridicule are an expansion of arguments he andothers have made about the importance of language use in ‘the war of ideas.’ In ‘buying into’ terrorist’s language – especially by using terms such as jihad and mujahidin – Waller argues that the U.S. and its allies, “ceased fighting on our terms and placed our ideas at the enemy’s disposal” (p. 54). If this is a war of ideas, and words are weapons, then we need to be using the right ammunition, so to speak. …

This is not to suggest that the threat of terrorism is non-existent or a call to underestimate Al Qaeda’s ideological appeal or material capabilities, and Waller is quick to point out (correctly) that ridicule can be as dangerous as any kinetic weapon when improperly deployed. In the nine years since September 11, however, far more people in the United States have died of heart failure, diabetes, or car accidents than terrorist attacks. Given this, pointing out that Americans statistically have more to fear from a cheeseburger than a ‘guy in a cave’ is not only true, it’s good strategy.

Nye: Restoring America’s Reputation in the World and Why It Matters

In his inaugural address in 2009, President Barack Obama stated that “our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.” Shortly thereafter, Secretary of State Hillary Clinton said "America cannot solve the most pressing problems on our own, and the world cannot solve them without America. We must use what has been called ‘smart power’, the full range of tools at our disposal.” Earlier, Defense Secretary Robert Gates had called for the U.S. government to commit more money and effort to soft power tools including diplomacy, economic assistance, and communications because the military alone cannot defend America’s interests around the world. He pointed out that military spending totals more than half a trillion dollars annually compared with a State Department budget of $36 billion. In his words, “I am here to make the case for strengthening our capacity to use soft power and for better integrating it with hard power.” What does this mean for policy?

Establishing the Strategic Communication and Public Diplomacy Caucus

On September 11th, 2001, America changed.  Since then the United States has been at war with violent Islamic extremists who plot and plan against us every day.  We have sent American troops to Afghanistan and Iraq to defeat them in combat.  Our intelligence and special operations forces have fanned out across the globe to disrupt terrorist networks and deny them safe havens.  And we have cooperated with friends and allies to reinforce existing counterterrorism resources and build new coordinated capabilities.  While these actions are necessary to defeat the jihadist threat against the United States, they are not sufficient to do so.

What does Microsoft and State’s Bureau of International Information Programs have in common?

In today’s The New York Times, Dick Brass, a former Microsoft Vice President (1997-2004), describes a corporate paralysis that stifles the release of relevant and innovative products in his op-ed, Microsoft’s Creative Destruction.

As they marvel at Apple’s new iPad tablet computer, the technorati seem to be focusing on where this leaves Amazon’s popular e-book business. But the much more important question is why Microsoft, America’s most famous and prosperous technology company, no longer brings us the future, whether it’s tablet computers like the iPad, e-books like Amazon’s Kindle, smartphones like the BlackBerry and iPhone, search engines like Google, digital music systems like iPod and iTunes or popular Web services like Facebook and Twitter. …

Microsoft’s huge profits — $6.7 billion for the past quarter — come almost entirely from Windows and Office programs first developed decades ago. Like G.M. with its trucks and S.U.V.’s, Microsoft can’t count on these venerable products to sustain it forever. Perhaps worst of all, Microsoft is no longer considered the cool or cutting-edge place to work. There has been a steady exit of its best and brightest.

What happened? Unlike other companies, Microsoft never developed a true system for innovation. Some of my former colleagues argue that it actually developed a system to thwart innovation. Despite having one of the largest and best corporate laboratories in the world, and the luxury of not one but three chief technology officers, the company routinely manages to frustrate the efforts of its visionary thinkers. …

What does Microsoft’s “Creative Destruction” have in common with the State Department’s Bureau of International Information Programs (IIP)? According to Pat Kushlis of the public diplomacy blog Whirled View, too much. Pat drew my attention to the Dick Brass op-ed and had these comments, published here with permission:

Read the last paragraphs in particular and just substitute the initials IIP because that’s precisely what happened to a forward thinking bureau when State took over.

If the [International Broadcasting Bureau, the administrative and marketing arm of the Broadcasting Board of Governors,] were functional, I think I would argue that IIP should be transferred out of State and put into a functional international broadcasting entity (like VOA) since the line between electronic media has changed so dramatically.  Unfortunately the IBB is dysfunctional too.

Is this a viable, even preferred, alternative to reconstituting the United States Information Agency?

Book review by Dennis Murphy on the Routledge Handbook of Public Diplomacy

To address these shortcomings and provide a balanced, and heretofore lacking conceptual framework [for public diplomacy], Nancy Snow and Philip Taylor have pulled together an impressive number of academics and practitioners to lay the foundations of the concept in the 29 chapters of this handbook.  Organized topically into six parts, the editors have attempted to provide a resource with wide-appeal ranging from the lay-person interested in public diplomacy to the advanced practitioner. …

The “Handbook of Public Diplomacy” is a worthy effort that provides a broad conceptual framework for the increasingly important national security field of public diplomacy. It is recommended reading for all who study, practice and are interested in the application of the information element of power in support of national objectives.

Leader for State’s Bureau of International Information Programs to remain a “Coordinator”

For reasons that are beyond me, I heard a rumor that the leadership of State Department’s Bureau of International Information Programs (IIP) will remain a “Coordinator” and not be an Assistant Secretary. In 2008, then-Under Secretary Jim Glassman successfully created the new position, but as of yet, it has remained unoccupied. (Former Deputy Assistant Secretary of Defense for Support to Public Diplomacy Mike Doran was nominated but never confirmed.) The move was to put IIP on equal footing with the Bureau of Educational and Cultural Affairs (ECA) and the geographic bureaus, all of which are headed by assistant secretaries.

Perhaps this decision will be explained in the yet-to-be-released public diplomacy strategy of Under Secretary for Public Diplomacy and Public Affairs Judith McHale.

Meeting of the U.S. Advisory Commission on Public Diplomacy

According to the State Department, the US Advisory Commission on Public Diplomacy will hold a public meeting on February 11, 2010, in the conference room of the International Foundation for Electoral Systems (IFES), 1850 K Street, NW, Fifth Floor, Washington, D.C. 20006. The meeting will be from 10:00 a.m. to 11:30 a.m. The Commissioners will discuss public diplomacy issues, including interagency collaboration in advancing U.S. government public diplomacy efforts.

The Advisory Commission was originally constituted as the Advisory Committee on Radio Programming by Assistant Secretary of State William Benton to provide oversight over America’s international broadcasting and to comfort Congress the programs would be responsibility administered. Members of this Committee included Edward R. Murrow as chairman, Philip H. Cohen, a director for radio and television programming for an advertising agency, Harold Laswell, Don Francisco, of the advertising firm J. Walter Thompson and formerly head of radio operations for the Office of the Coordinator for Inter-American Affairs (CIAA), Walter Millis, editorial and staff writer for the New York Herald Tribune, Sterling Fisher, director of the National Broadcasting Corporation’s (NBC) University on the Air, Malcolm Muir, editor-in-chief and president of Newsweek as well as founder of BusinessWeek, and James Linen, publisher of Time magazine.

The Smith-Mundt Act of 1948 made Benton’s committee permanent as the US Advisory Commission on Information. As a result of the abolishing of USIA in 1999, the Commission is now the US Advisory Commission on Public Diplomacy.

Back to the February 11 meeting. I was previously scheduled to present to the Commission between 10a and 11:30a, so I will see you there.

The Disappearance of China Air

To be completely crass, disaster relief and humanitarian aid is huge opportunity to score points with locals. It is, however, best when it is not done blatantly, but making it clear where the aid was coming from both gives your side points and potentially denies opportunities to competitors.

Reading The New York Times on my Blackberry Thursday morning, the article “Haiti Lies in Ruins; Grim Search for Untold Dead” by Simon Romero and Marc Lacey, dated January 14, 2010, struck a nerve. These are the first two paragraphs as they still read on my Blackberry:

PORT-AU-PRINCE, Haiti – Foreign aid trickled into Haiti’s devastated capital on Thursday morning as the victims of Tuesday’s earthquake, many of them injured and homeless, began to wake from another night spent in makeshift accommodations or out in the open.

A China Air plane landed early Thursday with a search team, medical workers and aid, The Associated Press reported. …

The State of State: A Proposal for Reorganization at Foggy Bottom

The past decade has seen the U.S. government expand its activities around the globe in response to complex and stateless threats. In the face of these challenges, Secretary of Defense Robert Gates, Chairman of the Joint Chiefs of Staff Admiral Michael Mullen, and members of Congress have all called for increasing the resources and capabilities of the State Department to roll back what Gates has termed the “creeping militarization” of foreign policy. But efforts at reform are hindered by an institutional structure rooted in a 19th-century view of the world.

The days of traditional diplomacy conducted behind closed doors are over. The democratization of information and means of destruction makes a kid with a keyboard is potentially more dangerous than an F-22. Addressing poverty, pandemics, resource security, and terrorism requires multilateral and dynamic partnerships with governments and publics. But the State Department has yet to adapt to the new context of global engagement. The diverse threats that confront the U.S. and our allies cannot be managed through a country-centric approach. For State to be effective and relevant, it needs to evolve and become both a Department of State and Non-State.

Reorganizing Government to meet hybrid threats

Read my guest post over at the Stimson Center’s Budget Insight blog titled Hybrid Government:

Nine years ago we went to war with the enemy we had, not the enemy we wanted. For several years after 9/11 we struggled to comprehend how military superiority failed to translate into strategic victory. We created labels like “irregular” and “hybrid” to describe adversaries that did not conform to our structured view of international affairs shaped by the second half of the Cold War. Today, conflict is democratized, not in the sense of bicameral legislatures but strategic influence in the hands of non-state actors empowered by falling barriers to information acquisition, packaging and dissemination as well as easy access to the means of destruction and disruption, physical and virtual.

Calls for “smart power” and a “whole of government” approach has resulted in countless articles, memos, and reports on updating the State Department, the Defense Department, and other agencies to confront the challenges of today and tomorrow. The focus on improving the operational elements of national power, while necessary, ignores a critical national security actor that has received little to no attention or pressure to adapt to the new and emerging requirements: Congress.

The Real Psychological Operation for Afghanistan

On December 1, 2009, President Obama announced his Afghanistan strategy and what immediately followed was an expected and unoriginal cacophony of sound bites based on selective memories of the past and shallow and ignorant visions of the present and future. The decline in the public’s support for the struggle is surely a delight for Al Qaeda and the Taliban who, unlike our pundits and some in Congress, understand this is foremost a psychological struggle for the minds of people in “Af-Pak” and around the world to affect their will to act.
